Homeowner Assistance Program

​​​​​​​The Homeowner Assistance Program (HAP) is the rehabilitation or reconstruction of a homeowner’s damaged home in place.  Damage thresholds have been established to determine if a home qualifies for rehabilitation or reconstruction.  A process has been developed in order to efficiently rebuild homes.  ​

Home Style Options
An applicant may select from a variety of different home style options to reconstruct or construct a home. The style options are pre-approved for the program and are based on the number of bedrooms and bathrooms.
Contracting
A builder work order is issued. The applicant meets with assigned home builder contractor to sign construction contract , a date is provided when the application will vacate home remove personal items, find temporary housing, turn off utilities before construction (if applicable).
Construction
​​The home builder is given a notice to proceed to begin the construction or rehabilitation of the home. The work of the home builder is inspected. Once the home is completed the applicant is contacted to schedule the final inspection of the work.
