Draws

The draw process facilitates payment to the subrecipient for administrative expenses, project delivery expenses, and project costs associated with construction work completed.  Administrative and project delivery draw requests are often supported by invoices, timesheets, or deliverables. Project draws are usually supported by an inspector's confirmation and an invoice that the work was performed in accordance with the project's scope.  ​

Project Draws
Project costs are costs that can be directly attributed to an approved application. These costs include: Hard costs, such as labor and materials; inspections; permits; and documentation fees. The subrecipients and/or grant administrators submit interim project draws during housing construction or at the end of the construction. Final and retainage draws are submitted to request the remaining funds to closeout the completed home/project. Projects draws are requested and processed through the Housing Contract System.
Project Delivery Draws
Project Delivery costs can be attributed directly to housing activities. Project Delivery costs are limited to 10% of the Subrecipient’s contract amount. Administration Draws
Administrative costs are the costs for services that are being completed by the Subrecipient or Grant Administrator that are not specifically linked to housing activities. Administration costs are limited to 2% of the Subrecipient’s contract amount. The reimbursement requests for these costs are submitted through the Housing Contract System (HCS) and cross-referenced with the financial benchmarks for the contract. Read More...
